Article 1 photovoltaic poverty alleviation is an effective way of poverty alleviation through asset income and an effective way of industrial poverty alleviation. In order to standardize the construction and operation management of photovoltaic power stations and ensure the implementation effect of pv poverty alleviation, these measures are formulated in accordance with the decision of the CPC central committee and the state council on winning the fight against poverty (zhongfa [2015] no. 34) and the opinions on the implementation of pv power poverty alleviation work (issued and reformed energy [2016] no. 621).

Article 2 pv poverty alleviation power station is a photovoltaic power station, which is built with government funds in areas where the conditions for the implementation of pv poverty alleviation are met. The property right of the photovoltaic power station is owned by the village collective and all the proceeds are used for poverty alleviation.

Article 3 these measures apply to the national "thirteenth five-year" photovoltaic poverty alleviation power station project.

Article 4 the object of pv poverty alleviation is the poor households in the construction and archiving poor villages that are listed in the national implementation scope of pv poverty alleviation. Priority should be given to supporting the poor in the deep poverty areas and the poor with weak labor capacity.

Article 5 the pv poverty alleviation power station shall, in principle, be constructed in the poor villages with archives and CARDS according to the mode of power stations at the village level. According to the local actual situation, it is indeed necessary and can be fully demonstrated to build the village-level power station through joint construction.

Article 6 pv poverty alleviation power stations shall be constructed by various regions according to their financial resources, including financial funds at all levels, east-west collaboration, designated assistance and social donations. Pv poverty alleviation power station shall not be built in debt, and enterprises shall not invest and become shareholders.

Article 7 the scale of poverty alleviation power stations at the village level shall be configured according to the number of poverty-stricken households supported by 5 kw each, and the maximum amount shall not exceed 7 kw. The scale of a single power station shall not exceed 300 kw in principle. The voltage level of the external transmission line of the village-level joint construction power station shall not exceed 10 kv, and the construction scale shall not exceed 6000 kw.

Article 8 the pv poverty alleviation power station shall be implemented by the county government in accordance with the five unified principles of "planning, design, construction, inspection and acceptance, operation and maintenance", and professional institutions shall be entrusted in a market-oriented manner to be responsible for the construction, operation and maintenance of the pv poverty alleviation power station. The construction of power station shall comply with relevant national regulations and technical requirements to ensure quality and safety. Major equipment such as pv modules and inverters should adopt products certified by national qualification testing and certification bodies and encourage the use of advanced technologies that meet the technical indicators of "pace-setter". We will encourage the use of design and construction procurement (EPC) general contracting to carry out unified construction of power stations at the county level and at the village level.

Article 9 of the government at the county level is responsible for the implementation of village power station construction site and land for poverty alleviation, site land may not belong to the scope of the land use tax, cultivated land usage tax may occupy basic farmland, and in accordance with the ministry of land and resources office of the national energy administration under the state council about support pv's opinions on poverty alleviation and standardize the photovoltaic industry land (land and capital rules [2017] no. 8).

The power grid company is responsible for the construction of supporting projects to connect to the power grid, and the photovoltaic poverty-alleviation power station to connect to the power grid project will be included in the power grid transformation and upgrading plan as a priority, so as to ensure that the village-level poverty alleviation power station and the power grid project will be completed and put into operation simultaneously.

Article 10 the competent department of energy and poverty alleviation of the provincial government shall, in accordance with the requirements of the policy on photovoltaic poverty alleviation, organize the acceptance and evaluation of photovoltaic power stations at the county level, and submit the acceptance and evaluation to the state energy administration and the poverty relief office of the state council in written form. The state energy administration shall, together with the poverty relief office of the state council, supervise and inspect the acceptance and assessment of pv poverty alleviation power stations.

Article 11 the power grid company shall ensure priority dispatch and full consumption of pv poverty alleviation projects.

Article 12 the pv poverty alleviation power station shall not participate in bidding, and implement the price policy of pv poverty alleviation formulated by the state.

Article 13 pv poverty alleviation power stations shall be included into the catalogue of renewable energy subsidies, and the subsidy funds shall be given priority. In principle, the annual subsidy funds shall be given before the first quarter of the next year.

Article 14 the income distribution and use management of pv poverty alleviation power stations shall be implemented in accordance with the administrative measures on income distribution of village pv poverty alleviation power stations (guozhan [2017] no. 61) issued by the poverty alleviation office of the state council.

Article 15 photovoltaic poverty-alleviation power stations shall implement catalogue management. The state energy administration, together with the poverty relief office under the state council, shall unify the code and establish a catalogue for the photovoltaic poverty-alleviation power station according to the code of the impoverished village. Those included in the catalogue shall enjoy the policy of photovoltaic poverty alleviation power station. Information related to the photovoltaic poverty alleviation power station is integrated into the national renewable energy information management platform.

Article 16 after the project plan of the photovoltaic poverty-alleviation power station is issued, the project withdrawal plan of the project that does not start construction within one year, fails to pass the acceptance inspection and fails to be rectified as scheduled, shall be notified.

Article 17 the state energy administration and the poverty relief office of the state council are responsible for organizing and coordinating major problems related to pv poverty alleviation, reviewing provincial pv poverty alleviation plans together with relevant departments, issuing project plans, and guiding and supervising the implementation of pv poverty alleviation in the provinces. The poverty relief office of the state council shall be responsible for the identification of objects of poverty alleviation and the management and supervision of income distribution of poverty alleviation. Provincial government departments in charge of this province photovoltaic energy, aiding the poverty alleviation work in the overall coordination and management supervision and audit the county government to declare the implementation plan and photovoltaic subsidies for poverty alleviation directory, establishment of provincial pv plan and report to the project plan for poverty alleviation, a provincial photovoltaic detailed rules for the implementation of poverty alleviation management, organization of provincial pv power plant acceptance and assessment for poverty alleviation, to safeguard the financial subsidy funds allocated in time of this province photovoltaic power station for poverty alleviation and income distribution. The county government is responsible for implementing the construction conditions of the photovoltaic poverty alleviation power station, compiling the implementation plan of the photovoltaic poverty alleviation in the county, declaring the catalogue of photovoltaic poverty alleviation subsidy, organizing the construction and operation and maintenance of the photovoltaic power station, and doing a good job in the distribution of photovoltaic income.

Article 18 photovoltaic enterprises are encouraged to actively fulfill their social responsibilities and adopt a combination of agro-optical, pastoral and yuguang methods to support poverty alleviation with market-based benefits.

Article 19 centralized power stations that have been incorporated into the national pv poverty alleviation plan and have been built before the promulgation of these measures shall be implemented according to these measures. The provincial government department in charge of energy and poverty alleviation shall, in accordance with these measures, formulate the provincial rules for the implementation of pv poverty alleviation.

Article 20 these measures shall be interpreted by the state energy administration in conjunction with the poverty relief office of the state council and shall come into force as of the date of promulgation.
